Alnaqbi also sees startup data center developers active in the market. \u201cNone of them have the experience to handle the hyperscalers, in terms of design, delivery and operation,\u201d he said.<\/span><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">American cloud-computing giants, or hyperscalers, have increasingly looked to the Persian Gulf for expansion, tapping the region\u2019s ample cheap energy and real estate. Meanwhile, the UAE and Saudi Arabia have made AI infrastructure central to their economic diversification strategy, setting off an expensive race to build warehouses that store servers and cutting-edge chips.\u00a0<\/span><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">Khazna, which was formed by wealth fund Mubadala, has\u00a0<\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"><a class=\"ContentText-BodyTextChunk ContentText-BodyTextChunk_link\" target=\"_blank\" href=\"https:\/\/www.khazna.ae\/news\/khazna-announces-the-uaes-first-ai-optimized-data-center-and-the-largest-in-its-portfolio-powering-the-nations-drive-toward-ai-leadership\/\">said<\/a><\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">\u00a0it is the largest data center operator in the Middle East and North Africa. In 2022, the company became part of G42, the Emirati tech conglomerate backed by Microsoft Corp. He said his company employs about 250 people and has seen steady gains in revenue. \u201cIn some years, we have been growing tenfold,\u201d he said.<\/span><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">Saudi Arabia recently mandated that personal and financial data be stored in local data centers, pushing international companies to put facilities in the country to avoid losing lucrative contracts. Amazon.com pledged last year\u00a0to spend $10 billion\u00a0on data centers in the country. Both Google and Oracle Corporation announced expansion plans there past year.<\/span><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">Still, Microsoft, one of the largest data center spenders, has <\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"><a class=\"ContentText-BodyTextChunk ContentText-BodyTextChunk_link\" target=\"_self\" href=\"https:\/\/www.datacenterknowledge.com\/investing\/microsoft-and-amazon-capex-in-focus-amid-potential-ai-pullback\">recently pulled back on some of its projects<\/a><\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"> across the globe, Bloomberg News\u00a0reported earlier\u00a0this month.<\/span><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">In March, analyst firm Research and Markets predicted that some $12 billion of new data center investments will pour into the Middle East and North Africa by 2027. He said these operations cost between $8 million and $12 million per megawatt (or up to $12 billion per gigawatt). \u201cIt jumps to 20 or 30 million, depending on who you work with,\u201d Alswaha said in the lecture.<\/span><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">The kingdom is one market in Khazna\u2019s expansion plans. Alnaqbi said Khazna has a dozen data centers under construction globally, including locations in Turkey and Kenya, with additional plans for Europe. Overall, the company said it provides 263 megawatts of computing power with another 175 megawatts under construction.\u00a0<\/span><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">Last year, when Microsoft invested $1.5 billion into G42, the Emirati\u00a0<\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"><a class=\"ContentText-BodyTextChunk ContentText-BodyTextChunk_link\" target=\"_blank\" href=\"https:\/\/www.bloomberg.com\/news\/articles\/2024-04-16\/g42-made-secret-pact-with-us-to-divest-from-china-before-microsoft-deal\">company pledged<\/a><\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">\u00a0to divest from Chinese technology holdings and strip out Chinese-made equipment. Alnaqbi said components from China\u2019s Huawei have been \u201cphased out\u201d of Khazna\u2019s data centers.\u00a0<\/span><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">The UAE is currently on a list of countries that faces\u00a0restricted access\u00a0to leading American-made AI chips.
