Several sessions at <\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"><a class=\"ContentText-BodyTextChunk ContentText-BodyTextChunk_link\" target=\"_self\" href=\"https:\/\/www.datacenterknowledge.com\/energy-power-supply\/data-center-world-2025-industry-gathers-to-tackle-power-ai-scaling-challenges.\">Data Center World 2025<\/a><\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"> focused on where data centers should be positioned, particularly the so-called \u2018AI factories\u2019 that are emerging to serve high-performance workloads.\u00a0<\/span><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">Location influences nearly every aspect of data center planning \u2013 from construction costs and leasing rates to access to skilled IT staff and proximity to customers. It also affects the price of power, availability of tax incentives, and exposure to geographic and geopolitical risks. Despite these complexities and the apparent risks, data center development is <\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"><a class=\"ContentText-BodyTextChunk ContentText-BodyTextChunk_link\" target=\"_self\" href=\"https:\/\/www.datacenterknowledge.com\/data-center-construction\/cbre-data-center-vacancy-hits-record-low-amid-construction-boom\">accelerating at an unprecedented pace<\/a><\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">.<\/span><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">\u201cThere were 35 GW-scale projects announced in 2024, of which 28 were in U.S. and another 15 or so just below 1 GW in size. There were only three the previous year,\u201d said Colby Cox,\u00a0managing director for the Americas at DC Byte, whose firm operates a global data center intelligence platform.<\/span><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">In terms of permitted power capacity, <\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"><a class=\"ContentText-BodyTextChunk ContentText-BodyTextChunk_link\" target=\"_self\" href=\"https:\/\/www.datacenterknowledge.com\/colocation\/colocation-providers-shift-to-emerging-markets-amid-ai-boom\">colocation providers<\/a><\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"> and hyperscalers added 122 GW globally in 2024, Cox said during a Data Center World session last week. Such robust activity, however, means capacity is at a premium, or completely unavailable in certain markets. Colocation providers and hyperscalers possess the most clout. Northwest Indiana, for example, had only 213 MW of capacity at the end of 2023. It is now up to 2.4 GW. Similarly, capacity in Pennsylvania soared from 404 MW to 4 GW. Kentucky had 690 MW of growth in the past year, and more is expected. The Kansas City metro exploded with 3 GW of growth in 2024.<\/span><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">In addition, several North Carolina metros have plenty of colocation opportunities. In West Texas, an emerging trend is <\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"><a class=\"ContentText-BodyTextChunk ContentText-BodyTextChunk_link\" target=\"_self\" href=\"https:\/\/www.datacenterknowledge.com\/ai-data-centers\/bitcoin-miners-pivot-to-data-center-operations-amid-ai-boom\">crypto-mining companies flipping into AI factories<\/a><\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">. That province makes it easy for data centers to become established, thanks to regulatory support, <\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"><a class=\"ContentText-BodyTextChunk ContentText-BodyTextChunk_link\" target=\"_self\" href=\"https:\/\/www.datacenterknowledge.com\/data-center-construction\/why-communities-are-protesting-data-centers-and-how-the-industry-can-respond\">community acceptance<\/a><\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">, land availability, and power potential.<\/span><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">Already under construction, the off-grid Wonder Valley AI data center should be completed by the end of 2027 for $2 billion. And that\u2019s only the first 1.5 GW phase. Milan, Italy, added more than 1 GW, and Australia opened 4.3 GW of new capacity in 2024.<\/span><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">\u201cNew data centers need to have all their ducks in a row,\u201d said Cox. \u201cThat means power availability as well as land.\u201d<\/span><\/p>\n<h2 class=\"ContentText ContentText_variant_h2 ContentText_align_left\" data-testid=\"content-text\" id=\"Tax Incentives and Tariffs\" style=\"scroll-margin-top:10rem;scroll-snap-margin-top:10rem\">Tax Incentives and Tariffs<\/h2>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">Cox said data centers aren\u2019t likely to find too many tax incentives in the U.S.. Many states are cautious about the possibility of data centers taking power that they might need elsewhere. He recommended that new projects arrange to become symbiotic partners on the grid \u2013 similar to Wonder Valley.<\/span><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">\u201cMost facilities operate at 60-70% capacity, and <\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"><a class=\"ContentText-BodyTextChunk ContentText-BodyTextChunk_link\" target=\"_self\" href=\"https:\/\/www.datacenterknowledge.com\/ai-data-centers\/could-ai-factories-for-a-single-tenant-be-the-latest-data-center-trend-\">AI factories<\/a><\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"> will have highly variable loads,\u201d said Cox. \u201cSome of that power could be fed to the grid when it needs it.\u201d<\/span><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">As for <\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"><a class=\"ContentText-BodyTextChunk ContentText-BodyTextChunk_link\" target=\"_self\" href=\"https:\/\/www.datacenterknowledge.com\/supply-chain\/trump-tariff-turmoil-seeds-uncertainty-in-global-data-center-market\">tariffs<\/a><\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">, there will be some impact on certain components while the ongoing trade negotiations play out. But there are other tariffs to worry about: those imposed by local utilities.\u00a0<\/span><\/p>\n<p data-component=\"related-article\" class=\"RelatedArticle\"><span data-testid=\"related-article-title\" class=\"RelatedArticle-Title\">Related:<\/span><a class=\"RelatedArticle-RelatedContent\" href=\"https:\/\/www.datacenterknowledge.com\/energy-power-supply\/data-center-world-2025-wartsila-on-meeting-the-power-challenge\" target=\"_self\" data-discover=\"true\">Data Center World 2025: W\u00e4rtsil\u00e4 on Meeting the Power Challenge<\/a><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">\u201cUtilities might charge large load tariffs, and that can have a huge impact on where people build,\u201d said Alan Howard, principal analyst at Omdia.<\/span><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">He drew attention to \u2018land banking,\u2019 noting that hyperscalers and other data center operators have been buying up vast tracts of potential data center sites, as land is relatively cheap compared to everything else in the data center.<\/span><\/p>\n<h2 class=\"ContentText ContentText_variant_h2 ContentText_align_left\" data-testid=\"content-text\" id=\"It\u2019s All About Power\" style=\"scroll-margin-top:10rem;scroll-snap-margin-top:10rem\">It\u2019s All About Power<\/h2>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">Many factors influence data center location, but <\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"><a class=\"ContentText-BodyTextChunk ContentText-BodyTextChunk_link\" target=\"_self\" href=\"https:\/\/www.datacenterknowledge.com\/energy-power-supply\/nuclear-power-could-meet-10-of-projected-data-center-demand\">power<\/a><\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"> dominates them all currently.<\/span><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">\u201cPower availability is the biggest limiting factor in the pace of AI innovation and adoption,\u201d said Vlad Galabov, research director at Omdia\u2019s cloud and data center practice. \u201cAI will drive over 50% of global data center capacity and more than 70% of revenue opportunity, as AI fuels massive productivity gains across all industries.\u201d\u00a0<\/span><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">The existing power grid, however, can\u2019t cope with AI&#8217;s demands. According to Omdia, as much as 35 GW of data center power will be self-generated by 2030. Places like Wonder Valley have zeroed in on under-the-radar locations\u2019 vast stranded power assets. To paraphrase an old proverb: \u201cIf the power won\u2019t come to the data center, then the data center will go to the power.\u201d<\/span><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">As AI reshapes the digital economy, data center operators face a new imperative: follow the power.
